The Chinese American Voters Federation (CAVF)  is holding their first Educational Forum: "What are the District Leaders?" on Saturday, August 20, 2011 at 11:00 A.M. at CCBA, 62 Mott Street, NY Chinatown.  (followed by a voter registration/poll workers drive from 12PM to 3PM, at CCBA.)

Many citizens and voters don't know anything about the position or responsibilities of a District Leader. Why do we need them? Do they get paid? Where does the salary come from? This is an important topic.

COMMUNITY BOARD 3 UPDATE

Manhattan Community Board No. 3's Parks & Waterfront committees met on
Monday, June 27, 2011, at Columbus Park's pavilion, to discuss event
and sound permits. The meeting specifically addressed concerns by
seniors and local residents regarding increased singing and playing of
musical instruments with amplified sound in the park.

Ralph Musolino, Parks and Recreation Manager for Manhattan Districts
One and Two, discussed the application procedure to obtain a special
events permit, which costs $25. Officer Keck from Community Affairs at
the New York Police Department's 5th Precinct, discussed the
application procedure for a sound permit, costing $45, and which will
only be issued after obtaining a special events permit from the New
York City Parks department. The sound permit is good for a total of
four hours of continuous amplified sound.

Seniors appealed to the Parks & Waterfront committee, NYC Parks, NYPD,
and other government representatives present to allow them to perform
more than one time a month a Columbus Park since it gives them, and
listeners, something productive to do with their free time. The
seniors also believed that the $45 sound permit fee was too much, and
that four hours was not enough time for them perform.

Residents in objection to the simultaneous amplified musical
performances at high decibels by multiple groups without an events and
sound permit, as well as the solicitation of donations, were also
present.

The Parks & Waterfront committee warned the seniors that the NYPD
would begin to crack down on any musical performances without an
events and sound permit. A summons will be written for violators.
Those without any identification will be taken back to the police
station.

To the address the overcrowding of multiple groups performing at
Columbus Park, NYC Parks made a proposal to that some of them go to
Foley Square in July as a pilot to see how that space suits them.
However, the trial would be without amplified sound, which the seniors
disliked.

Representatives from the NYC Mayor and Assemblyspeaker Sheldon Silver,
also proposed the idea of a four-hour concert in August at Columbus
Park, to showcase the musical talents of the seniors. One senior
present proposed to the representatives that Mayor Bloomberg himself
attend the concert and hear for himself the wonderful music that is
played and enjoyed not only by Chinese, but also non-Chinese who come
to the park.

Further follow-ups will be made between NYC Parks, government
representatives, and the senior music groups.

COMMUNITY BOARD 2 UPDATE

Chinatown is made up of Community Boards 2 & 3.

Here is the update after the meeting this past week from CB2:

Antony Wong, Member of Manhattan Community Board No. 2's Traffic &
Transportation; and Streets Activities & Film Permit committee was
elected Treasurer at the June 23, 2011 full board meeting at PS 3.

The full board voted unanimously to deny Jobee Restaurant (3 Howard
Street) an alteration of their On Premise license. The resolution by
the committee states that the applicant appears to have made material
misrepresentations to CB2 when they stated they would no longer
operate outside their current method of operation, until properly
filing for changes, per CB2's resolution on May 19, 2011 regarding
Jobee's renewal application. The resolution also states that Jobee was
recently shut down by the 5th Precinct on Saturday, May 28, 2011, for
holding a dance party without a cabaret license.

There will be a community workshop for the Chinatown Curbside
Management Study on Saturday, June 25, 2011, at 10AM and 1:30PM, at PS
130, on 143 Baxter Street. The study, funded with $750,000 allocated
by Congresswoman Nydia Velazquez to study parking and pedestrian
congestion issues in Chinatown,  is being conducted by the NYC Dept of
Transportation and Asian Americans for Equality. DOT and AAFE will
receive input from the community as to which blocks will be finalized
for the study. Solutions for the study blocks are expected to be

HAYLEY AND DIEGO'S LAW

In 2009, two children were hit by a van who jumped the curb on East Broadway.I still remember the day they were hit.  I was at a press conference for a non profit that I had paritipcated in and all of the media left to cover the tragedy.  I remember feeling terrible when I found out what had happened because I drive pass that intersection on my way to work.

The driver that hit the two preschool children was not punished or even issued a parking ticket.  This outraged the community.  After the uproar in the community Hayley and Diego's Law was passed.

This new law closes a loophole in that allows a driver who has caused injury or death to avoid punishment. Under the amendment, "drivers who act in a manner that endangers or would be likely to endanger a pedestrian or cyclist thereby causing physical injury or death shall be guilty of a traffic infraction. Punishment could include a fine, a term of imprisonment of up to 15 days and/or the participation in a motor vehicle accident prevention course."

In an article in the Daily News, the Aunt tells the reporter that her sister is heartbroken that she has lost her only child.
